Could you tell me which material in JIS is similar to the Chinese spring material (65Mn)?

Unfortunately, the Chinese standard is not applied to the general market, so, we cannot find it because we are using Japanese materials… <(_ _)>.
However, I guess that if 65 is the carbon content and Mn is manganese, it seems that S65CM material is similar to what you are looking for.
